I would like to grow and distribute medical marijuana in large amounts to supply medical dispensaries and legal card holders. Where do I start? What would be the steps I need to perform to make this work legally?

A friend wants to grow marijuana for his own personal use. What is the legal limit of plants one may cultivate at ant given time in the state of California?

For some background, I am a resident in the Sacramento area (so if anyone knows of a doctor that can refer me for a card, that’d be nice) and I am 18.
Please don’t refrain from mentioning anything like retrieving medical records or needing any sort of prescription prior to a reference to medical marijuana.
Im not asking about a “medical marijuana card” i mean as an actual grower like a people that run wellness centers.
I would like to know the steps required to receive a medicinal marijuana card.
